记者日前从中央纪委国家监委驻中央社会工作部纪检监察组获悉，为深入推进全国性行业协会商会全面从严治党，中央社会工作部、驻部纪检监察组联合印发了《关于落实全面从严治党要求加强全国性行业协会商会监督工作的意见》，就加强有关监督工作提出要求，推动构建以党内监督为主导、各类监督贯通协调的监督体系，进一步压实责任、形成合力，破解“监督难、监督软、监督散”难题，更好地促进保障全国性行业协会商会规范管理、健康发展。
据介绍，《意见》坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大精神和二十届中央纪委二次、三次全会精神，落实党中央组建中央社会工作部有关要求，健全党统一领导、全面覆盖、权威高效的监督体系，确保行业协会商会发展到哪里，党的工作就推进到哪里，全面从严治党体系就构建到哪里，着力推动全面从严治党向纵深发展。
“全国性行业协会商会头顶‘中字头’‘国字号’，涵盖领域广、受关注度高、社会影响大，作为政府与市场、社会之间的重要桥梁纽带，具有熟悉行业、贴近企业的独特优势，是我国经济建设和社会发展的重要力量。”驻中央社会工作部纪检监察组有关负责同志表示，当前，全国性行业协会商会党建工作管理体制不健全、个别负责人违纪违法现象时有发生、内部治理不完善，与坚持和加强党的全面领导、全面从严治党要求不相适应。
该负责同志表示，聚焦上述情况，驻中央社会工作部纪检监察组会同中央社会工作部制定了《意见》，包括4个部分28条具体内容，明确了监督主体、监督内容、监督方式、监督机制。提出到2024年底基本实现对全国性行业协会商会监督全面有效覆盖，到2025年底基本形成以党内监督为主导，各类监督贯通协调的监督体系。
记者了解到，为压紧压实各方责任，《意见》明确9类监督主体，包括中央社会工作部、驻部纪检监察组、全国性行业协会商会党委、联合党委和行业协会商会党委、行业协会商会基层党组织、有关纪检组织、部内有关部门、中央社会工作部巡视工作领导小组，以及行业协会商会会员(代表)大会、监事会(监事)等其他监督主体。同时，结合综合日常监督、信访反映等情况，明确坚持和加强党的领导情况、党风廉政建设情况、组织建设情况、内部治理情况、改革发展情况等5方面监督内容，为各方开展监督提出要求。
在监督措施方面，《意见》提出做实日常监督、开展警示教育、制发监督提示或纪检监察建议3类常规措施；针对全国性行业协会商会突出问题特点，提出建立负责人廉洁档案、开展审核前置把关、强化负责人届中调整3类特殊措施，并根据全国性行业协会商会“面广点散”分布特点，提出探索利用信息化手段加强监督。同时，紧密结合全国性行业协会商会监督工作实际，提出建立健全信息共享、沟通会商、问题线索移交、违纪违法问题报告、办案协作、定期听取工作报告、发挥行业协会商会改革发展部际联席会议平台作用等7项监督机制，推动各监督主体之间信息沟通、措施配合、资源共享、成果共用、力量统筹、事项协同。
记者了解到，此前，驻中央社会工作部纪检监察组会同中央社会工作部对全国性行业协会商会开展了摸底式调研，召开全国性行业协会商会负责人党风廉政警示教育会，为全面加强行业协会商会有关工作奠定坚实基础。本次出台的《意见》，是在全国性行业协会商会领域构建全面从严治党监督体系的重要任务和举措，对于各地加强地方协会商会监督工作也具有指导意义。
